      • 簡介:浙江師范大學(xué)碩士學(xué)位論文世紀(jì)之交的曇花一現(xiàn)19932007我國高等教育學(xué)歷文憑考試的興起與衰亡姓名林可丹申請學(xué)位級別碩士專業(yè)教育管理指導(dǎo)教師楊天平20080501機(jī)構(gòu)辦學(xué)轉(zhuǎn)型現(xiàn)狀調(diào)查來看,現(xiàn)有的34所試點(diǎn)機(jī)構(gòu)中除了9所升格為職業(yè)技術(shù)學(xué)院外,有將近50%的試點(diǎn)機(jī)構(gòu)以舉辦全日制自考助學(xué)為主,這將推動自學(xué)考試的新一輪發(fā)展以及促進(jìn)自學(xué)考試制度更加完善、健全。調(diào)查還發(fā)現(xiàn)各試點(diǎn)機(jī)構(gòu)面對辦學(xué)轉(zhuǎn)型的困難和問題,已經(jīng)改變了以規(guī)模求生存的舊觀念,樹立了以質(zhì)量求發(fā)展的新理念,厘清了辦學(xué)思路,明確了辦學(xué)定位。本文認(rèn)為,浙江江南理工專修學(xué)院的個(gè)案具有一定的代表性。它的特色在于,立足于玉環(huán)社會經(jīng)濟(jì)發(fā)展的現(xiàn)狀,從學(xué)院大中專三校一地的實(shí)際出發(fā),積極探索“25253”初中、職高、大專銜接教育模式和“232”職高、大專、本科銜接教育模式,并通過“上掛、橫聯(lián)、外拓、內(nèi)練”等形式積極探索和完善現(xiàn)代職教“延伸教育“體系,努力推行中高等職業(yè)教育銜接,職成教同步發(fā)展。這種發(fā)展道路和辦學(xué)格局,既顯示出小縣城民辦高職的特殊性,也符合民辦高職發(fā)展的一般規(guī)律。關(guān)鍵詞考試制度,學(xué)歷文憑考試,高等教育,民辦高等教育II

      • 簡介:安徽大學(xué)碩士學(xué)位論文高等職業(yè)教育學(xué)費(fèi)問題研究姓名錢胡風(fēng)申請學(xué)位級別碩士專業(yè)政治經(jīng)濟(jì)學(xué)指導(dǎo)教師唐祥來20070501內(nèi)容摘要高等職業(yè)技術(shù)教育是高等教育的重要組成部分,是職業(yè)教育的高層次教育,是大學(xué)教育和職業(yè)教育的“交集”。當(dāng)今,西方國家如美國、德國和R本都通過注重職業(yè)教育投資、大力發(fā)展職業(yè)教育促進(jìn)經(jīng)濟(jì)的騰飛。加大對職業(yè)教育的投資力度,按科學(xué)合理的教育成本去培養(yǎng)教育學(xué)生,是解決高等職業(yè)技術(shù)教育發(fā)展根本途徑。國內(nèi)外學(xué)者對高等教育學(xué)費(fèi)問題做過不少深入細(xì)致的研究,取得不少成果。當(dāng)前,隨著經(jīng)濟(jì)和社會的發(fā)展,國務(wù)院再次提出了要通過大力發(fā)展職業(yè)教育,要完善國民教育體系?!案呗殹苯逃陌l(fā)展必將面臨一個(gè)前所未有的歷史機(jī)遇,只有切實(shí)解決好制約高職教育發(fā)展的各個(gè)因素,才能夠在全社會中形成有利于職業(yè)教育發(fā)展的輿論氛圍、投資渠道和教育實(shí)踐研究,才能促進(jìn)高等職業(yè)技術(shù)教育事業(yè)的持續(xù)健康發(fā)展。本文試圖在分析和借鑒已有的研究成果基礎(chǔ)上,分析我國高職教育學(xué)費(fèi)存在的問題,并提出改革和思考。本文通過闡述學(xué)費(fèi)、教育成本等相關(guān)概念,介紹了學(xué)費(fèi)改革,引入高等教育實(shí)行成本補(bǔ)償制度,一方面,在一定程度上彌補(bǔ)了我國高等教育政府財(cái)政投入不足的狀況,增加了我國高等教育的投入,使我國高等教育的規(guī)模不斷擴(kuò)大,更多的人獲得了接受高等教育的機(jī)會;另一方面也造成了我國高等教育成本個(gè)人分擔(dān)增速過快、負(fù)擔(dān)份額過高,政府財(cái)政負(fù)擔(dān)退出過快、負(fù)擔(dān)份額過小的不合理狀況,也使我國教育和社會的發(fā)展產(chǎn)生一系列的問蹶。本文通過對西方發(fā)達(dá)國家美國、德國、英國、法國、澳大利亞、月本的高職學(xué)費(fèi)情況的介紹,對比我國高職學(xué)費(fèi)的現(xiàn)狀,指出我國目前的高職學(xué)費(fèi)存在的問題是成本分擔(dān)機(jī)制不健全,近而導(dǎo)致了不好的后果,即高昂的學(xué)費(fèi)使大量的城鄉(xiāng)家庭尤其是農(nóng)村家庭負(fù)擔(dān)不起。教育的一個(gè)重要功能是減少社會的不平等,因?yàn)橥ㄟ^受教育可以使社會貧困階層的孩子獲得提升自己和改變命運(yùn)的機(jī)會。隨著高等教育收費(fèi)的提高,貧困階層在享受教育方面處于更加弱勢的地位。這樣,教育促進(jìn)社會公平的功能越來越弱化了,高收費(fèi)的政策勢必進(jìn)一步拉大我國貧富懸殊的差距;高校收費(fèi)的不斷提高,而學(xué)生畢業(yè)找工作越來越難,因此越來越多的家庭對子女上學(xué)的前途失去信心。基于上述問題的存在,本文提出解決問題的途徑第一是加大政府財(cái)政對高等職業(yè)教育的支持力度,提高財(cái)政分擔(dān)高等職業(yè)教育費(fèi)用的比重;第二是擴(kuò)大高

      • 簡介:福建師范大學(xué)碩士學(xué)位論文新時(shí)期農(nóng)村高等教育發(fā)展研究姓名陳精珠申請學(xué)位級別碩士專業(yè)教育經(jīng)濟(jì)與管理指導(dǎo)教師黃光揚(yáng)20070801福建師范大學(xué)碩士學(xué)位論文中文摘要隨著我國經(jīng)濟(jì)的發(fā)展、高等教育大眾化進(jìn)程的推進(jìn)和農(nóng)民自身對知識的渴求,發(fā)展農(nóng)村高等教育已勢在必行且刻不容緩。探討新時(shí)期農(nóng)村高等教育有效發(fā)展問題,是一個(gè)極具重要并富有挑戰(zhàn)性的課題。該課題在借鑒國外發(fā)展農(nóng)業(yè)技術(shù)教育的成功經(jīng)驗(yàn)和我國教育專家、學(xué)者對發(fā)展農(nóng)村高等教育已有研究成果的基礎(chǔ)上,以福建省教育發(fā)展與改革的實(shí)踐經(jīng)驗(yàn)為參照,采用文獻(xiàn)分析、比較研究、理論探討等研究方法,對新時(shí)期農(nóng)村高等教育發(fā)展有關(guān)問題進(jìn)行探討。在研究中發(fā)現(xiàn),當(dāng)前高等教育大眾化發(fā)展趨勢與政府投入不足、城鄉(xiāng)發(fā)展不平衡之間的矛盾,阻礙了農(nóng)村高等教育發(fā)展以及全面建設(shè)小康社會的進(jìn)程。本研究基于福建省發(fā)展農(nóng)村高等教育的有益實(shí)踐,對發(fā)展我國農(nóng)村高等教育若干問題進(jìn)行理論探討,并提出四點(diǎn)建議其一,大力發(fā)展農(nóng)村高等教育,政府重視為保障,全民積極參與是關(guān)鍵。其二,以成人高校為主,輔之普通高校,先易后難,大力發(fā)展農(nóng)村高等教育。其三,辦學(xué)形式靈活多樣,以滿足不同群體的需要。其四,大力發(fā)展農(nóng)村高等教育,走內(nèi)涵發(fā)展道路,實(shí)現(xiàn)高等教育的可持續(xù)發(fā)展。關(guān)鍵詞新時(shí)期;農(nóng)村高等教育發(fā)展;思考
