簡(jiǎn)介:目的通過(guò)對(duì)編內(nèi)外醫(yī)護(hù)人員職業(yè)生涯規(guī)劃和忠誠(chéng)度進(jìn)行調(diào)查了解其現(xiàn)狀,發(fā)現(xiàn)編外醫(yī)護(hù)人員在職業(yè)生涯規(guī)劃和忠誠(chéng)度方面存在的問(wèn)題,并提出相應(yīng)的對(duì)策建議,為醫(yī)院管理編外人員提供決策依據(jù)。方法采用簡(jiǎn)單隨機(jī)抽樣(SIMPLEROMSAMPLESRS)方法確定被調(diào)查的醫(yī)療機(jī)構(gòu),和被調(diào)查的醫(yī)護(hù)人員。采用自制的職業(yè)生涯規(guī)劃問(wèn)卷和PTER的組織承諾問(wèn)卷,調(diào)查醫(yī)護(hù)人員職業(yè)生涯規(guī)劃和忠誠(chéng)度現(xiàn)狀。論文所涉及的數(shù)據(jù)均采用SPSS190進(jìn)行分析。結(jié)果⑴職業(yè)生涯規(guī)劃職業(yè)生涯規(guī)劃各領(lǐng)域得分由高到低依次為指導(dǎo)培訓(xùn)、提供職業(yè)信息、職業(yè)自我認(rèn)識(shí)、公平晉升。編內(nèi)人員在職業(yè)生涯各領(lǐng)域得分均高于編外人員,婚姻狀況、崗位、工作年限對(duì)編外人員公平晉升有影響。⑵職業(yè)忠誠(chéng)度編內(nèi)人員在忠誠(chéng)度各條目的得分均高于編外人員。編內(nèi)人員忠誠(chéng)度得分較高前三位是“我確實(shí)關(guān)心本單位而非其它組織”、“我驕傲的告訴他人在本單位的某個(gè)部門工作”、“我愿意為本單位盡額外的努力”;編外人員得分較高前三位的是“我確實(shí)關(guān)心本單位而非其它組織”、“我愿意選擇本單位而非其它醫(yī)療機(jī)構(gòu)”、“我驕傲的告訴他人在本單位的某個(gè)部門工作”。⑶職業(yè)生涯規(guī)劃與忠誠(chéng)度的關(guān)系職業(yè)生涯各領(lǐng)域與忠誠(chéng)度都是正相關(guān)關(guān)系,即職業(yè)生涯得分越高,忠誠(chéng)度越高。結(jié)論編外醫(yī)護(hù)人員職業(yè)生涯規(guī)劃和忠誠(chéng)度相對(duì)于編內(nèi)人員較差。編外人員獲得職業(yè)生涯規(guī)劃教育的公平性和持續(xù)性差,編外人員缺乏對(duì)自身職業(yè)的認(rèn)識(shí),對(duì)就職醫(yī)院的認(rèn)同感高,奉獻(xiàn)感低。

簡(jiǎn)介:隨著經(jīng)濟(jì)社會(huì)和城市經(jīng)濟(jì)的加快發(fā)展,現(xiàn)行的城市規(guī)劃管理體制無(wú)論在內(nèi)容、還是方法上都很難定量、甚至定性地把握城市發(fā)展動(dòng)態(tài),已經(jīng)不適應(yīng)城市建設(shè)發(fā)展的需要。另外,行政許可法的頒布實(shí)施使城市規(guī)劃管理依法規(guī)劃、依法行政、依法實(shí)施成為必然,因此,在地方法規(guī)層面上建立一個(gè)以中華人民共和國(guó)城市規(guī)劃法為核心,國(guó)家立法與地方立法、行政管理法規(guī)與專業(yè)技術(shù)管理規(guī)范、法定規(guī)劃與地方技術(shù)管理規(guī)程相配的城市規(guī)劃法規(guī)體系是非常必要的。論文對(duì)以美、英、法、德為代表的西方發(fā)達(dá)國(guó)家以及中國(guó)香港特別行政區(qū)的地方城市規(guī)劃法規(guī)體系模式進(jìn)行了深入探討,并將我國(guó)的城市規(guī)劃審批管理機(jī)構(gòu)和審批管理形式與西方發(fā)達(dá)國(guó)家進(jìn)行了比對(duì)。面對(duì)經(jīng)濟(jì)體制轉(zhuǎn)軌、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、城市急劇擴(kuò)張和城市化進(jìn)程日益加速等諸多變化,論文還對(duì)我國(guó)城市規(guī)劃管理、運(yùn)行體制以及我國(guó)城市規(guī)劃行政管理體系的基本模式進(jìn)行了分析,同時(shí),對(duì)哈爾濱市城市規(guī)劃管理體制和現(xiàn)行城市規(guī)劃管理體制存在的問(wèn)題進(jìn)行了剖析,指出了哈爾濱市城市規(guī)劃管理體系的癥結(jié)所在。論文運(yùn)用制度創(chuàng)新理論,結(jié)合哈爾濱城市規(guī)劃管理的實(shí)際情況,針對(duì)哈爾濱市城市規(guī)劃管理工作的具體要求,從改善哈爾濱城市規(guī)劃行政體制、建立健全哈爾濱城市規(guī)劃編制成果體系、搭建哈爾濱城市規(guī)劃的法規(guī)框架以及規(guī)范哈爾濱城市規(guī)劃審批制度等方面對(duì)建構(gòu)哈爾濱城市規(guī)劃法規(guī)體系提出了對(duì)策及初步研究成果。

簡(jiǎn)介:城市規(guī)劃編制是城市規(guī)劃工作的基石,城市規(guī)劃編制得當(dāng)與否對(duì)城市規(guī)劃的意義重大。然而,城市規(guī)劃編制的現(xiàn)狀已明顯滯后于現(xiàn)實(shí)的需要,這就不可避免地造成實(shí)踐的混亂,不斷增多的規(guī)劃糾紛,給社會(huì)的穩(wěn)定、經(jīng)濟(jì)的發(fā)展造成了危害。因此城市規(guī)劃編制體系面臨改革與完善的困境。盡管城鄉(xiāng)規(guī)劃法在2008年1月1日已經(jīng)施行,相關(guān)的配套法規(guī)還不健全。而在我國(guó)當(dāng)前的城市規(guī)劃編制領(lǐng)域,其理論研究往往局限于城市規(guī)劃編制本身一些技術(shù)性問(wèn)題,而很少?gòu)男姓ǖ慕嵌壬钊胩接懳覈?guó)當(dāng)前城市規(guī)劃編制法制的不足與完善。在城市規(guī)劃編制制度中,程序制度具有特殊的重要性,只有通過(guò)公正、合理、權(quán)威的城市規(guī)劃制定程序制度,才能確保公眾的參與權(quán),規(guī)范規(guī)劃法律關(guān)系主體的行為,達(dá)到權(quán)利與權(quán)力的總體平衡和結(jié)構(gòu)平衡。本文嘗試從行政法的視角來(lái)設(shè)計(jì)公眾參與城市規(guī)劃編制制度,以保證城市規(guī)劃編制目標(biāo)的實(shí)現(xiàn)。本文除引言和結(jié)語(yǔ)外,正文部分共四章。以下就是本文論述的基本脈絡(luò)。引言主要闡述進(jìn)行城市規(guī)劃編制研究的現(xiàn)實(shí)背景,提出從法治角度審視城市規(guī)劃編制,重構(gòu)法律控制下的規(guī)劃體系;第一章,城市規(guī)劃和城市規(guī)劃編制。主要闡述城市規(guī)劃和城市規(guī)劃編制的概念、內(nèi)容、法律體系和分類等,為以下的論述做好基礎(chǔ)理論準(zhǔn)備;第二章,用行政法的視角研究分析城市規(guī)劃編制。本章主要是通過(guò)行政法的視角來(lái)研究城市規(guī)劃編制行為,將城市規(guī)劃編制行為定義為“第三”種抽象行政行為;第三章,國(guó)內(nèi)外的城市規(guī)劃編制的現(xiàn)狀。通過(guò)與美國(guó)、英國(guó)、德國(guó)和日本城市規(guī)劃編制程序的對(duì)比,探討了我國(guó)現(xiàn)行城市規(guī)劃程序的缺陷;第四章,關(guān)于完善我國(guó)的城市規(guī)劃編制法律制度的構(gòu)想。在對(duì)我國(guó)現(xiàn)行規(guī)劃編制體系的反思的基礎(chǔ)上,提出了城市規(guī)劃編制體系的新框架。同時(shí),“公眾參與”作為一種方式,應(yīng)當(dāng)成為城市規(guī)劃編制的重要一環(huán),值得大力倡導(dǎo)。
